Legal & scope of service.

Corporate clients should never have to guess what they are buying. This page tells you exactly what The Reserve does, what The Reserve does not do, and how emergency care is handled the moment it exceeds our scope.

Last updated August 30, 2026

What The Reserve provides

  • Licensed paramedic clinicians on site. Every clinician on the roster holds a current Texas paramedic license issued by the Texas Department of State Health Services and is nationally registered through the NREMT.
  • Immediate medical response inside the venue. From the time the contracted clinician is on post until the contracted end time, guests, staff, and executives at the event have direct access to that clinician for any medical concern.
  • Assessment and stabilization at the paramedic scope of practice. Airway management, oxygen, controlled bleeding, splinting, cardiac monitoring, defibrillation, IV access, glucose measurement, and other interventions authorized under Texas Administrative Code Title 25 Chapter 157.
  • Standard emergency medications carried at launch. Naloxone for suspected opioid overdose, plus over-the-counter items such as aspirin, oral glucose, and glucagon nasal spray as clinically indicated. Any prescription or controlled substance beyond this list requires a separate physician medical director agreement and DEA registration, and will not be represented as available until it is.
  • Coordination with 911, hospital receiving facilities, and event security. When the situation exceeds paramedic scope or requires transport, our clinician initiates 911 activation, stays with the patient, provides handoff to the responding ambulance crew, and communicates with your designated event contact.
  • Documentation of every clinical encounter. A patient care record is created for every assessment. Records are retained in accordance with Texas law and are available to the patient or their designee on request.

What The Reserve does not provide

  • We do not operate ambulances. The Reserve is not a licensed EMS provider under Texas Health and Safety Code Chapter 773. We do not respond to 911 calls, we do not transport patients, and we do not represent ourselves as a substitute for a licensed ambulance service.
  • We do not transport patients. Patients requiring transport to a hospital or higher level of care are transported by a licensed ambulance service dispatched through 911 or by another arrangement the patient chooses.
  • We do not stock a full advanced-life-support drug box at launch. Controlled substances used in traditional 911 ambulance settings, including opioid analgesics and benzodiazepines, are not carried by The Reserve until a formal medical director agreement and DEA registration are in place.
  • We do not diagnose or treat chronic conditions. Our scope is event-based emergency response. Ongoing medical care, primary care, and specialist follow-up remain with the patient's own physicians.
  • We are not a substitute for corporate first-aid training, AED programs, or venue emergency plans. Our presence complements them and does not replace an employer's obligations under OSHA or a venue's obligations under applicable fire and life-safety codes.
  • We do not staff events outside our current service area. At launch we operate inside the Dallas Fort Worth metroplex only. City-specific ordinances in the City of Fort Worth further restrict private event medical operations, and we honor those restrictions.

Who provides care

Clinician standard

Every clinician staffed by The Reserve is a Texas-licensed paramedic in current active practice with a busy emergency department or high-volume 911 system. Roster clinicians pass a criminal background check, provide current continuing education documentation, and hold current AHA ACLS and PALS certifications.

Medical oversight

Clinicians practice under the licensure, protocols, and continuing education standards of their primary EMS employer and the Texas DSHS. Where an advanced clinical scope is added for a specific contract, that scope is authorized in writing by the identified medical director and will be listed on the service agreement for that event.

Emergency escalation, step by step

  1. 01

    Assessment on scene

Our clinician performs a paramedic-level assessment on the patient at the location of the incident, inside the venue.

  2. 02

    Intervention at scope

Care is delivered within the paramedic scope of practice under Texas Administrative Code Title 25 Chapter 157 and current AHA guidelines.

  3. 03

    911 activation when needed

If the patient's condition exceeds paramedic scope, requires hospital care, or the patient requests transport, our clinician immediately activates 911.

  4. 04

    Continuity through arrival

Our clinician remains with the patient, continues care, provides a verbal and written handoff to the responding ambulance crew, and coordinates with the designated event contact.

  5. 05

    Documentation

A patient care record is completed and retained in accordance with Texas law.

Licensure, insurance, and business status

Business entity

The Reserve Medical Group is an assumed name (DBA) of Frenette Consulting Co LLC, a Texas limited liability company, filed with the Texas Secretary of State under Form 503.

Clinician licensure

Individual clinicians are licensed at the paramedic level by the Texas Department of State Health Services. Licensure verification is available on request for any clinician assigned to your event.

Insurance

The Reserve maintains general liability and professional liability insurance appropriate to the paramedic scope of practice described on this page. A certificate of insurance, with the client named as certificate holder, is provided on request as part of the service agreement.

Regulatory posture

The Reserve is not a licensed EMS provider under Texas Health and Safety Code Chapter 773 and is not a licensed pharmacy or drug distributor. Any expansion of our scope that would require a Freestanding Emergency Medical Care Facility license, DEA registration, or a medical director agreement is executed and disclosed before that expanded scope is offered to clients.

The service agreement

Coverage begins with a written service agreement, signed by both parties, before the first hour of coverage. The agreement identifies the venue, the coverage window, the number of clinicians, the scope of medications and equipment for that specific event, the fee, and the cancellation terms. Nothing on this website is an offer of service. The signed agreement, and the certificate of insurance issued for that event, together are the operative document set.

Questions

Send questions about scope, licensure, insurance, or the service agreement to operations@thereservemedicalgroup.com. General counsel review of the service agreement is welcomed and expected on the corporate side. A redline is fine.
